If you have money to spend, Dreamweaver is "the" program for professional web design.

If money is tight and you don't want to learn HTML, a good alternative to Dreamweaver is Nvu:

Now, if you really do want to learn HTML and write all the code yourself, the best place to start is on w3schools:

Learn HTML it takes only a few days I knew nothing about computers and I learned it in 3 days well the most of it then learn CSS.
Can you speak English? Then you know CSS
EX properties:

background-color: blue;
font-size:
text-decoration:
height:
width:
top:
left:
right:
bottom:
border:
etc..

If you don't want to learn it you can find a free website builder or pay someone to make it for you.

Learning HTML is the easiest thing ever. I don't know why people are so intimidated by it just because it isn't plain English.
