They haven't hyped it up as an extreme rules-only pay per view.. God I hope not..
Exhibit A. When Randy asked Vickie about the Steel Cage match, she wanted a match where Orton can't get disqualified or counted out. Even if it's not a steel cage, when contested in extreme rules, you can't get disqualified, nor counted out.
Exhibit B. No references to Extreme Rules match are found on WWE's website. It just says plain Steel Cage match and plain Submission match.
Exhibit C. Even Wikipedia doesn't say that matches will be competed in Extreme Rules...

sometimes wrestling promotions forget the logic they set up for an event it happens more than most people think this is just one of those times. remember the kelly kelly orotn stroryline and like two months later orton had a wife its just a brain fart by wwe's creative staff.
